On 23rd November 2017, Italy adopted the National Strategic Plan on Male Violence against Women 2017–2020 which defines the overall strategy to prevent and combat male violence against women and domestic violence in Italy, in line with the Istanbul Convention.

Why ViVA

The ViVa Monitoring, Assessment and Analysis of the Measures to Prevent and Fight Violence Against Women project is realized as part of a partnership agreement signed on 19 June 2017 between the Italian Presidency of the Council of Ministers Department for Equal Opportunities (DEO) and the National Research Council – Institute for Research on Population and Social Policies (CNR-IRPPS).

The three-year project sets out to make a broad fact-finding survey and analysis that can be used to define and accompany the implementation of the National Strategic Plan on Male Violence Against Women 2017-2020. The aim is to heighten the effects and repercussions of the Plan also in light of the commitments assumed by Italy upon signing the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (hereinafter Istanbul Convention) which came into force on 1 August 2014.

THE VIVA PROJECT IS SPLIT INTO TWO DIFFERENT LEVELS OF ACTION:

The goal of the first is to perform a survey on the support services offered to women who are victims of violence with the dual objective of forming a quanti-qualitative analytical picture of the victim support system and defining the “optimum service provision” for prevention, reception and reintegration.

The activities in this first field of action are set out in the following working packages:

WP1

Survey of the specialist and general services in support of the victims of gender-based violence active in Italy pursuant to the regulations in force.

WP2

Definition and creation of quali-quantitative tools to monitor the assistance and support system for women victims of gender-based violence.

WP3

Sample analysis of the operational effectiveness of the specialist and general services available at the local level.

The second field of action consists of support for the policies to prevent and combat violence against women, through a set of research-action activities aimed at aiding the DEO in drawing up the National Strategic Plan on Male Violence Against Women 2017–2020 and through (ex-post) evaluation of the implementation processes, achievements and results of the National Extraordinary Action Plan on Sexual and Gender-Based Violence (2015-17) and further evaluation analyses (ex ante and in itinere) of the achievements of the National Strategic Plan on Male Violence Against Women (2017–2020).

The activities in this second field of action are set out in the following working packages:

Contribution to the working implementation of the National Strategic Plan on Male Violence Against Women 2017–2020.

WP5

Evaluation of the achievements and results of the interventions implemented as part of the National Extraordinary Action Plan on Sexual and Gender-Based Violence 2015-2017.

WP6

Evaluation (ex ante and in itinere) of the National Strategic Plan on Male Violence Against Women 2017–2020
